From Oil & Gas to Floating Wind: MODEC's Tech Innovation Unlocks New Deepwater Frontiers

Mitsui Ocean Development & Engineering Co., Ltd. (MODEC) of Japan is rapidly capturing strategic high ground in the deep-sea oil & gas and floating wind markets with its innovative "FPSO + TLP" dual-platform development model. As a world-leading supplier of floating production systems, MODEC has delivered over 34 FPSOs (Floating Production Storage and Offloading units) globally and accumulated extensive engineering expertise in Tension Leg Platform (TLP) technology. Today, as deep-sea oil & gas exploration advances into deeper waters and floating offshore wind power emerges, MODEC is integrating the technical advantages of FPSOs and TLPs to create more economical and adaptable deep-sea energy solutions.

In traditional deep-sea oil & gas development, TLPs are ideal for cluster well development in moderate water depths due to their superior motion stability and dry-tree production capability, while FPSOs have become the mainstream choice for deepwater fields owing to their oil storage capacity and deployment flexibility. MODEC has innovatively combined the two. For example, in the Stampede Field project in the Gulf of Mexico, MODEC employed a Stampede TLP integrated with a subsea production system. MODEC served as the Engineering, Construction, and Management (ECM) contractor, with Samsung Heavy Industries constructing the hull. The platform boasts a crude oil processing capacity of 80.000 barrels per day, while the FPSO handles storage and offloading, significantly reducing development costs. This model is particularly suited for deepwater fields with multiple wells and stable production, offering approximately 20% savings in long-term operational expenses compared to pure subsea development solutions.

Meanwhile, MODEC is extending TLP technology to the floating offshore wind sector. In 2023. MODEC partnered with JERA, Toyo Construction, and others to launch a TLP floating wind demonstration project in Ishikari Bay, Hokkaido, Japan, aiming for commercialization by the early 2030s. Given Japan’s limited shallow-water areas, deepwater floating wind power has become inevitable. TLP platforms, with their low heave motion characteristics, can significantly enhance turbine stability and reduce maintenance risks. MODEC plans to validate the feasibility of a 15 MW-class TLP floating wind turbine in this project while exploring an offshore wind-to-hydrogen model integrated with FPSOs, further expanding diversified applications of deep-sea energy.

MODEC’s success stems not only from technological integration but also from its global strategy and localization partnerships. In 2021. MODEC collaborated with China’s Dalian Shipbuilding Industry Co. (DSIC) to complete the world’s largest FPSO conversion project, the "Guanabara MV31." Converted from a VLCC, this FPSO processes 180.000 barrels of crude oil per day with a storage capacity of 1.4 million barrels. Additionally, MODEC has partnered with Chinese firms like Bomesc Offshore Engineering to secure contracts for FPSO topside module construction, further solidifying its leading position in the Asia-Pacific deep-sea energy market. This "technology + localization" approach enables MODEC to swiftly respond to regional deep-sea development demands, from Brazil’s pre-salt fields to Southeast Asia’s floating wind projects, achieving a globally diversified business footprint.

As the global deep-sea energy market approaches trillion-scale growth, MODEC’s "FPSO + TLP" dual-platform model has become its core weapon for market dominance. In oil & gas, this model reduces deepwater development costs and enhances recovery rates; in wind power, TLP technology provides a more stable foundation for floating turbines. Looking ahead, with the rise of emerging markets such as deep-sea wind power and blue hydrogen, MODEC is poised to expand its technological portfolio further, positioning itself as a global leader in integrated deep-sea energy solutions.
